The Institute studied human fears and phobias experimenting on it subjects to devise a counter weapon, FEAR. A fear so strong that the enemy would rather die than face it.
As the war ended, our government deemed the Institute’s experiments bizarre and inhuman. Funding was cut and the labs destroyed, or so they thought. The Institute went underground moving from location to location secretly experimenting on the population. The Institute is here and they want you.
